New profession quests for Blacksmithing are coming in 7.1.5. Most of them will reward Legacy plans that were removed from the game.
Old Blacksmithing plans that were removed from the game are returning and to obtain them, several new Blacksmithing quests have been added. We don't know yet where to obtain  Badly Broken Dark Spear, it may be related to Brawler's Guild and it starts the following quests:
Most of the quests above happen in Ungoro. There's another chain that rewards  Plans: Bleakwood Hew.
More quests will likely be added in a future PTR Build.
